Paul Turick has diverse project experience both locally and internationally. He is licensed by the State of Florida as a general contractor, building inspector, and building plans examiner. Paul holds a bachelor's degree from the University of Florida School of Design, Construction and Planning from 1973. GO GATORS! A native of Miami, Paul has been involved in South Florida construction for over 25 of his 35 years in the industry. Paul was the building inspector and plan examiner for north Monroe County from 1990 until 2000. Most recently, Paul ran a private, local Keys construction consulting business. He lives in Tavernier, with his wife. When not working, Paul is very involved with the Florida Keys Gator Club©, enjoys computers, boating, watching college sports (especially the Gators) and NASCAR.

General Manager Charles Fishburn has over 30 years of engineering and management experience. He graduated from the University of Virginia with a Bachelors Degree in Mechanical Engineering. Mr. Fishburn is a Licensed General Contractor, Mechanical Contractor and Plumbing Contractor in the State of Florida.
Mr. Fishburn has been with the Key Largo Wastewater Treatment District Board since its inception first as Project Manager for Gartek Engineering when Gartek Engineering was the Districts Engineer; he also was Project Manager for Government Services Group while they were the Contract Managers for the District. While Employed with Government Services Group Mr. Fishburn was also responsible for the Water and Wastewater Facilities for two counties on the west coast of Florida.
Mr. Fishburn has had a second home in Key Largo since 1995 and has lived full time in Tavernier since 1999.

Board Clerk Carol Walker is a Certified Municipal Clerk who has worked in government for eleven years. Mrs. Walker started in the Building and Zoning Department in Homestead and also worked in the Community Development Department and the Public Works Department. She then worked for the Village of Islamorada as Village Clerk for three years. Port Saint Lucie became her weekday home for three years as she served as the Town Clerk for the Town of Lake Park. Before starting her government career she worked for the Islamorada Chamber of Commerce. A native of Indiana she has lived in Florida for twenty five years, with the last fifteen in Key Largo.

District Finance Officer Martin D. Waits is a retired businessman with over 30 years experience in finance, accounting and acquisition/divestiture activities. He is a graduate of the University of Cincinnati (B.A. Ch.E. 1963) and Illinois State University (M.B.A. 1974). Prior to receiving his business degree, Marty was employed in chemical plant management with several major chemical companies. His career then shifted into corporate finance with emphasis on acquisitions and mergers. In 1985 he formed Technical Products Corporation, a nationwide marketer of proprietary water treatment chemicals to the municipal drinking water industry. Marty moved to Tavernier in 2001 following sale of the business, and shortly thereafter became Controller for a local shrimp genetic engineering business. He joined the District as its 2nd employee in July, 2004.

District Counsel Thomas M. Dillon is an attorney with 28 years experience in construction law. He is native of Ohio and a graduate of Kent State University (B.A. 1971), University of Calgary, Alberta (M.Sc. 1973), and University of California, Hastings College of the Law (J.D. 1977). Tom has extensive experience in public and private contracting, and has provided legal services in connection with oil spill response work in California, Alaska, and Russia. Prior to moving to Key Largo in 2003, Tom was an Assistant Attorney General for the State of Alaska, where he represented government clients in drafting and negotiating construction contracts, and litigating construction and eminent domain cases. He is board-certified by the Florida Bar as a specialist in Construction Law. He continues to provide advice to the Alaska Court System on procurement issues. He is an active member of the Florida and Alaska Bars, and an inactive member of the California Bar.

Financial Analyst Synthia Trakul brings 15 years experience in Finance and Information Systems Technology to the District Staff. She coordinates the Non Ad Valorem Assessment process for properties in Key Largo. Synthia is a Michigan native who has lived in the Keys for 15 years. She has two sons, one attending Coral Shores High School, and the other the United States Naval Academy. GO NAVY, BEAT ARMY !!

Ed Castle is a licensed Professional Engineer and holds the highest level of wastewater treatment plant operators license in the State of Florida. He has been working in the environmental field in Florida for 20 years and has been a full time resident of the Florida Keys for the past 15 years. He is currently involved with wastewater projects throughout the Keys, from Key West through Key Largo. He has also worked on wastewater projects throughout the United States and in Brazil.
When not working, he enjoys fishing and boating. He keeps his two boats and his kayak at his home on Ramrod Key. He also spends as much time as possible on the water around Cedar Key in Floridas Big Bend area.

Margaret Blank is a licensed Professional Engineer in the state of Florida with six years of experience in the water and wastewater field. She graduated with honors from the University of Florida School of Engineering. Margaret also has a degree in business administration from the University of Connecticut and worked in the accounting field for five years.
Margaret is originally from Connecticut but has lived in Florida for 13 years. She currently resides in Key Largo with her husband and two dogs.
