Gary Bauman

Gary Bauman is currently the Chairman of the Key Largo Wastewater District. Mr. Bauman has been elected twice to the district and has been elected by his fellow board members to Chairman twice. He said he has retired from business in order to give back to the community.

Bauman has a BS degree and a MBA degree. He lives with his wife, Barbara, of 25 years in Key Largo and has been a resident for almost twenty years, 10 part time and 10 full time. Bauman is an active member of Rotary and the Chamber of Commerce.

Dr. Hammaker is owner/manager of Total Wellness/Ford Therapeutic Services LLC (nursing assessment, movement therapy and health services consulting), is Past President of the Stillwright Point Owners Association, a member of the Upper Keys Rotary Club, a member of Upper Keys Business and Professional Women, and VOICES for Children of the Florida Keys. She holds a bachelors and PhD in nursing from the University of Virginia (1984, 1989) and is a graduate of its Darden Executive Program. She was a clinical instructor/consultant for the University of Virginia, Radford University, Virginia Department of Transportation, Commission on Health Care/Secretary of Health/Human Resources 1989-92. She held a gubernatorial appointment to the Virginia Health Care Foundation 1992-97, an organization she helped create, including authoring its founding legislation. Earlier activities were elected offices (School Board and Auditor Town of Halifax, VT, Regional School Board) and volunteer positions including court-appointed guardianships, Hospice planning and development, United Way, Kiwanis Children Priority One. Before becoming a public health nurse and policy activist, Susan worked with Hughes Aviation Services, and Hughes (Summa) Mining Division in Nevada. She has lived in Key Largo since 1999.

Norman Higgins

Norman Higgins has been a resident of the Florida Keys for thirty years. He is a local business owner. Mr. Higgins served in the U. S. Marine Corps with duty in Vietnam. Mr. Higgins is married and has three children.

Mr. Higgins is presently a member of The Irish American Society of Monroe County (current President), Veterans of Foreign Wars (a two year Trustee), Mahi Shriner, Mason Lodge #336, American Legion, Charter member of the Key Largo Rotary Club, Star Builder Florida Keys Childrens Shelter, Boy Scouts of America (Committee Member), a member of Hospice of the Florida Keys, on the Board of Directors of the Salvation Army, and Upper Keys Athletic Association (Past Coach). He is a Past President for the Upper Keys Jaycees, the Community Recreation Association, the Key Largo Road Runners Club, and Vice President of the Key Largo Lions Club.

Andrew Tobin

Mr. Tobin has lived in Key Largo since 1976, when he was appointed by the State Attorney to prosecute all criminal cases north of Long Key Bridge. Mr. Tobin entered private practice in 1979, and since 1984 has specialized in land use and zoning cases, condemnation, and administrative proceedings with local, state, and federal agencies regulating the Florida Keys. Mr. Tobin also owns an interest in Coastal Title and Closing Services which handles both residential and commercial real estate closings. Mr. Tobin was elected to the Key Largo Wastewater Treatment District in 2002, and served as its first chairman. Mr. Tobin is a member of the Kiwanis Club and has participated in numerous community projects, including the Friends of Friendship Park and the Monroe Council for People with Disabilities. He also provides pro bono legal services to the Key Largo Volunteer Fire Rescue Department and the Tavernier Volunteer Fire Rescue Department. He is a founding member/director of the Big Pine Key Neighborhood Charter School and sits on the board of directors for Habitat for Humanity
